In Ontario, every Police Service must have a Police Services Board to provide civilian governance and accountability. The Cornwall  Police Services Board assumes the role of policy direction and administration of policing in our community. Among its many specific duties, the Board determines general organizational objectives and priorities, establishes policies and oversees the ethical conduct of the organization.

JOIN THE BOARD

The Cornwall Police Service Board’s role is to contribute to the safety and well-being of Cornwall’s citizens and to oversee how policing is provided in Cornwall.

 

 

The Cornwall Police Service Board (CPSB) consists of five (5) members:

 

 

 

·        two Cornwall City Council representatives

 

 

·        two provincial representatives appointed by the Lieutenant Governor by Order in Council

 

 

·        one community representative appointed by Cornwall City Council

 

 

 

Members must reflect the diversity of the people of Cornwall and deliver services and decisions in a non-partisan, professional, ethical and competent manner. Appointees are to be committed to the principles and values of public service.

Cornwall Community Representative Qualifications

 

 

To qualify as a board member, you must:

 

 

  • be a Cornwall resident

     

  • complete a comprehensive police records check

     

  • understand the role of a police service board

     

  • be involved in the community

     

  • have good written and verbal communications skills

     

  • computer skills are an asset

     

  • previous experience on boards or committees is also considered an asset.

     

Board members may be subject to other statutes, regulations, rules or directives that currently exist or may be established that apply to agencies, boards or commissions.

 

 

Requirements

 

 

Board members are required to:

 

 

  • successfully complete the following training that is approved by the Solicitor General:

     

    • role of a police service board and the responsibilities of members of a board or committee

       

    • human rights and systemic racism

       

    • promoting the recognition of and respect for the diverse, multiracial and multicultural character of Ontario society as well as the rights and cultures of First Nation, Inuit and Métis peoples

       

    • any other training required by the Solicitor General 

       

  • participate in the election of a chair at the first meeting in each year, which also includes electing a vice-chair

     

  • follow and adhere to the established Code of Conduct and Conflict of Interest policies

     

  • attend regular or special meetings as determined by the board, held normally monthly (currently set on the first Thursday of each month) except for July and August.

     

  • members occasionally attend certain events and conferences related to the board’s work.

     

  • Remuneration is provincially regulated and the amount is determined and paid by the municipality (currently set at $250 per month).

     

CPSB Board responsibilities

 

 

Responsibilities include:

 

 

  • determining objectives and priorities for the Cornwall Police Service

     

  • establishing policies for the administration and effective management of the police service

     

  • appointing members of the police service

     

  • preparing a strategic plan at least once every four years

     

  • recruiting and appointing the chief of police and deputy chief

     

  • monitoring the performance of the chief of police

     

  • participating in collective bargaining and working agreement processes as the employer

     

 

 

 

Meetings:

The Board usually meets on the first Thursday of each month (except July and August) at 9:30 a.m. in the Cornwall City Council Chambers, located at City Hall, 360 Pitt St, Cornwall, ON. Most business is conducted during the 'open' portion of the meeting to which the public is welcome to attend. An in-camera meeting is held afterwards.
