BREACH OF RELEASE ORDER

Cornwall, ON – Jordan Neville, 18, of Cornwall, was arrested on April 14th, 2023, and charged with breach of release order. It is alleged that on April 14th, 2023, the man was bound by a release order with the relevant condition to remain in his residence at all times, unless for a medical emergency, or in the presence of his surety or an adult 25 years of age or older. On this date, police observed the man operating an ATV by himself on a city roadway. A traffic stop was conducted and an investigation ensued.  He was taken into custody, charged accordingly, and released to appear in court on May 25th, 2023.

REFUSAL TO COMPLY WITH BREATH DEMAND

Cornwall, ON – Namasivayam Thuraisingam, 55, of Cornwall, was arrested on April 15th, 2023, and charged with failing to provide a breath sample. It is alleged that on April 15th, 2023, police responded to a Ninth Street business in regards to an impaired driver. Police attended and an investigation ensued. During the investigation, the man failed to provide a suitable sample of his breath. The man was taken into custody, charged accordingly, and released to appear in court on May 9th, 2023.

BREACH OF RELEASE ORDER x5

Cornwall, ON – A 61-year-old man of Cornwall, was arrested on April 15th, 2023, and charged with five counts of breach of release order. It is alleged that on April 15th, 2023, the man was bound by a release order with the relevant conditions to not be outside of his residence if he’s consumed alcohol, and to not be in the company of anyone under the age of 16. On this date, police responded to a call for service in regards to an intoxicated male. Police located the male and an investigation ensued. The investigation revealed the man communicated with four individuals under the age of 16. He was taken into custody, charged accordingly, and held for a bail hearing. His name was not released as it could identify the victims in this matter, and the man’s outstanding matters before the court.

BREACH OF RELEASE ORDER

Cornwall, ON – John Wesley Cook, 44, of Akwesasne, was arrested on April 15th, 2023, and charged with one count of breach of release order. It is alleged that on April 15th, 2023, the man was bound by a relevant condition to remain in his residence at all times. On this date, police located the man outside of his residence and an investigation ensued. The man was taken into custody, charged accordingly, and held for a bail hearing.

FAIL TO ATTEND FOR PRINTS, ASSAULT

Cornwall, ON – Miranda Mertes, 33, of Cornwall, was arrested on April 15th, 2023, and charged with failing to attend for prints and one count of assault. It is alleged that on February 22nd, 2023, the woman was scheduled to attend police headquarters to be fingerprinted and failed to do so. Furthermore, it is alleged the on April 15th, 2023, the woman punched another individual known to her. Police were contacted and an investigation ensued. She was taken into custody, charged accordingly, and released to appear in court on May 18th, 2023.

IMPAIRED OPERATION, OVER 80, PROHIBITED OPERATION OF A MOTOR VEHICLE

Cornwall, ON – Luis Nalvarte Carrillo, 56, of Long Sault, was arrested on April 16th, 2023, and charged with impaired operation, over 80, and driving while prohibited. It is alleged that on April 16th, 2023, the man was bound by a driving prohibition, prohibiting him from operating a motor vehicle. On this date, it is alleged that the man was operating a motor vehicle under the influence of alcohol, police were contacted, and an investigation ensued. The man was taken into custody, charged accordingly, and was released to appear in court on May 9th, 2023.

DOMESTIC ASSAULT

Cornwall, ON – A 36-year-old woman of Cornwall, was arrested on April 17th, 2023, and charged with one count of assault. It is alleged that on April 17th, 2023, the woman punched her boyfriend. Police were contacted and an investigation ensued. The woman was taken into custody, charged accordingly, and held for a bail hearing. Her name was not released to protect the identity of the victim in this matter.

POSESSION OF A WEAPON, SCHEDULED SUBSTANCE FOR THE PURPOSE OF TRAFFICKING, AND PROPERTY OBTAINED BY CRIME, BREACHES

Cornwall, ON – On April 17th, 2023, police intercepted a vehicle as part of an ongoing investigation and four males were charged as follows;

  • Daniel Quigley, 36, of Cornwall, was arrested on April 17th, 2023, and charged with four counts of possession of a scheduled substance for the purpose of trafficking, possession of property obtained by crime under $5000, possession of a weapon for dangerous purpose, and breach of release order.
  • Mathieu Periard, 33, of Cornwall, was charged with six counts of possession of a scheduled substance for the purpose of trafficking, possession of a weapon, possession of property obtained by crime, and nine counts of breach of probation.
  • Armand Grenon, 44, of Cornwall, was charged with four counts of possession of a scheduled substance for the purpose of trafficking, possession of a weapon, and possession of property obtained by crime.
  • Dustin Rayat, 35, of Cornwall was charged with five counts of possession of a scheduled substance for the purpose of trafficking, possession of a weapon, possession of property obtained by crime under $5000, six counts of breach of probation, and one count of breach of release order.

It is alleged that on April 17th, 2023, Daniel Quigley, Mathieu Periard, and Dustin Rayat were bound by court orders with conditions. Daniel Quigley, was bound by a release order with the relevant condition to not be in possession of any weapons. Mathieu Periard was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour, not be in possession of any weapons, and to not be in possessions of or consume any drugs. Dustin Rayat was bound by a release order with the relevant condition to be in possession of a weapon, and a probation order with the relevant conditions to keep the peace and be of good behaviour and to not be in possession of drugs. On this date, all four parties were located in a vehicle that was identified as part of another related investigation. The officer observed weapons and drug paraphernalia which led to an investigation and all four males being taken into custody. As a result of the investigation, police located scheduled substances, items used in the trafficking of drugs, weapons, and proceeds of crime. All parties were charged accordingly and held for a bail hearing.
