CORNWALL MAN FACES 11 CHARGES AS A RESULT OF PROJECT STEEL
Cornwall, ON – Raoul Saucier, 33, of Cornwall, was arrested on March 25, 2025, and charged with the following:
- Possession of child pornography
- Access any child pornography
- Two counts of imports, distributes, sells or possession for the purpose of distribution or sale any child pornography
- Five counts of luring a person under 18 years of age by means of telecommunication
- Agreement to commit a sexual offence against a person under 18 years of age
- Transmit sexually explicit material to a person under 16 years of age
As a direct result of Project Steel, a coordinated national operation to identify and apprehend those who prey on children, the Cornwall Police Service, led by its Sexual Assault and Child Abuse (SACA) unit, began an investigation in February 2025.
The investigation revealed the man was allegedly in possession of child pornography, had access to child pornography and distributed child pornography. It is also alleged he lured youths under the age of 18 years old and agreed to commit a sexual offence against a person under the age of 18 years old.
On March 25, 2025, the man attended police headquarters to address the matter. He was taken into custody, charged accordingly and held for a bail hearing.
WARRANT, FAIL TO COMPLY
Cornwall, ON – A 41-year-old Cornwall man was arrested on April 1, 2025, on the strength of an outstanding warrant and charged with two counts of fail to comply with probation order. It is alleged between Feb. 7, 2025, and March 24, 2025, the man was bound by a probation order with the relevant conditions to report in person to a probation officer within two working days of his release from custody and after that, at all times and places as directed by the probation officer. He failed to do so, and a warrant was subsequently issued for his arrest. On April 1, 2025, the man was located at the Cornwall Courthouse. The warrant was executed, he was charged accordingly and held for a bail hearing.
FAIL TO COMPLY, DISGUISE WITH INTENT, THEFT OF CREDIT CARD, POSSESSION OF PROCEEDS OF PROPERTY OBTAINED BY CRIME
Cornwall, ON – A 37-year-old Cornwall woman was arrested on April 1, 2025, and charged with the following:
- Four counts of fail to comply with probation order
- Disguise with intent
- Theft of credit card
- Possession of proceeds of property obtained by crime under $5,000
It is alleged on Feb. 17, 2025, the woman was bound by two separate probation orders, each with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the woman, under disguise, stole gas cards. Police were contacted and an investigation ensued.

On April 1, 2025, members of the CPS were dispatched to a Vincent Massey Drive business to deal with an unwanted person complaint. The woman was located, she was taken into custody and charged accordingly. She was later released to appear in court on May 6, 2025.
