WARRANT, UTTERING THREATS

Cornwall, ON – Shane Flowers, 43, of Pembroke, ON, was arrested on Jan. 10, 2025, on the strength of an outstanding warrant and charged with three counts of uttering threats to cause death or bodily harm and two counts of uttering threats to damage property. It is alleged on Jan. 15, 2024, the man made threats to burn down and blow up a building. It is also alleged he made threats to cause harm to individuals known to him. Police were contacted and an investigation ensued. A warrant was subsequently issued for the man’s arrest. On Jan. 10, 2025, the man was located by police at the courthouse. The warrant was executed, he was charged accordingly and held for a bail hearing.

WARRANT

Cornwall, ON – A 14-year-old Cornwall youth was arrested on Jan. 10, 2025, on the strength of an outstanding warrant. It is alleged on Nov. 13, 2024, the youth was scheduled to attend court and failed to do so. A warrant was issued for his arrest. On Jan. 10, 2025, the youth was located by a member of the Cornwall Police Service and the warrant was executed. The youth was released to appear in court at a later date. His name was not released as per the Provisions of the Youth Criminal Justice Act.  

FAIL TO COMPLY

Cornwall, ON – A 34-year-old Cornwall man was arrested on Jan. 10, 2025, and charged with two counts of fail to comply with release order. It is alleged on Jan. 10, 2025, the man was bound by a release order with the relevant conditions to not contact or communicate with his wife and to not be within 100 metres of any place she lives, works or frequents. On Jan. 10, 2025, police responded to a domestic bail breach and an investigation ensued. It is alleged on this date, the man was in the presence of his wife. He was located, taken into custody, charged accordingly and held for a bail hearing. His name was not released to protect the identity of the victim in the matter.

DISOBEYING ORDER OF COURT, UTTERING THREATS

Cornwall, ON – A 45-year-old Saint John, NB, man was arrested on Jan. 10, 2025, and charged with disobeying order of court and uttering threats to cause death or bodily harm. It is alleged on Jan. 10, 2025, the man was bound by a restraining order with the relevant condition to be within 100 metres of the place of residence of his son. It is also alleged on this date, the man attended his son’s residence. Further investigation revealed the man made threats to another family member. Police were contacted and an investigation ensued. The man was located, taken into custody, charged accordingly and held for a bail hearing. His name was not released to protect the identity of the victim in the matter.

FAIL TO COMPLY

Cornwall, ON – A 59-year-old Cornwall man was arrested on Jan. 10, 2025, and charged with fail to comply with undertaking. It is alleged on Jan. 10, 2025, the man was bound by an undertaking with the relevant condition to not communicate with his ex-girlfriend. On Jan. 10, 2025, police responded to a disturbance and an investigation ensued. It is alleged, the man had been residing with his ex-girlfriend. He was located, taken into custody, charged accordingly and released to appear in court on Jan. 28, 2025. The man’s name was not released to protect the identity of the victim in the matter.

FAIL TO COMPLY, ASSAULT

Cornwall, ON – Albert Mundy, 56, of Cornwall, was arrested on Jan. 11, 2025, and charged with fail to comply with probation order and assault. It is alleged on Jan. 11, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. On Jan. 11, 2025, members of the CPS responded to a disturbance and an investigation ensued. It is alleged on this date, the man head-butted an individual known to him. He was located by police, taken into custody and charged accordingly. The man was released to appear in court on Feb. 20, 2025.

FAIL TO ATTEND

Cornwall, ON – Christopher Delisle, 35, of Cornwall, was arrested on Jan. 11, 2025, and charged with fail to comply with appearance notice. It is alleged on Dec. 12, 2024, the man was scheduled to attend police headquarters for fingerprints and failed to do so.  On Jan. 11, 2025, the man was located by police. He was taken into custody, charged accordingly and released to appear in court on Feb. 20, 2025.

UTTERING THREATS

Cornwall, ON – A 35-year-old Cornwall man was arrested on Jan. 12, 2025, and charged with uttering threats to cause death or bodily harm – domestic. It is alleged on Jan. 12, 2025, the man threatened to choke his spouse to death. Police were contacted and an investigation ensued. The man was located, taken into custody, charged accordingly and released to appear in court on Feb. 4, 2025. His name was not released to protect the identity of the victim in the matter.

FAIL TO COMPLY, ARSON

Cornwall, ON – Samantha Derouchie, 31, of Cornwall, was arrested on Jan. 12, 2025, and charged with two counts of fail to comply with probation order and one count of arson – damage to property. It is alleged on Jan. 12, 2025, the woman was bound by two separate probation orders with the relevant condition to keep the peace and be of good behaviour. On Jan. 12, 2025, members of the CPS responded to a 911 hang-up call and an investigation ensued. The investigation revealed the woman allegedly started a fire, damaging the property of an individual known to her. She was later located by police, taken into custody and charged accordingly. The woman was released to appear in court on Feb. 4, 2025.

FAIL TO COMPLY, DOMESTIC ASSAULT, DOMESTIC MISCHIEF

Cornwall, ON – A 42-year-old Alexandria man was arrested on Jan. 12, 2025, and charged with the following:

  • Four counts of fail to comply with probation order
  • Two counts of fail to comply with release order
  • Domestic assault
  • Domestic mischief

It is alleged on Jan. 12, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man was bound by a separate probation order with the relevant conditions to keep the peace and be of good behaviour, to not contact or communicate with his ex-girlfriend and to not be within 100 metres of any place she lives, works or frequents. Furthermore, it is alleged on this date, the man was bound by a release order with the relevant conditions to remain at his residence and to refrain from using alcohol or other intoxicating substances.

On Jan. 12, 2025, members of the CPS responded to an unwanted person call and an investigation ensued. It is alleged on this date, the man was in contact with his ex-girlfriend at her residence. Furthermore, it is alleged, he damaged her property and assaulted the woman. It is also alleged the man was under the influence of alcohol.

He was located by police, taken into custody, charged accordingly and held for a bail hearing. The man’s name was not released to protect the identity of the victim in the matter.

FAIL TO COMPLY

Cornwall, ON – A 16-year-old Cornwall youth was arrested on Jan. 12, 2025, and charged with fail to comply with release order. It is alleged on Jan. 12, 2025, the youth was bound by a release order with the relevant condition to not communicate with a specific individual. On Jan. 12, 2025, police responded to a bail violation complaint and an investigation ensued. It is alleged on this date, the youth was in contact with the individual they were prohibited from communicating with. The youth was located, taken into custody, charged accordingly and released to appear in court at a later date. Their name was not released as per the provisions of the Youth Criminal Justice Act.

There were 149 calls for service in the City of Cornwall over the weekend (8 a.m. Friday to 8 a.m. today). CPS reserves the right to not post all calls for service in order to protect the identity of the victims.
