WARRANT
Cornwall, ON – Jessika Summer, 24, of Cornwall, was arrested on Jan. 23, 2025, on the strength of an outstanding warrant. It is alleged on Dec. 31, 2024, she was scheduled to attend the Cornwall Police Service for fingerprinting and failed to do so. A warrant was issued for her arrest. On Jan. 23, 2025, she attended police headquarters to address the matter. The warrant was executed and she was held for a bail hearing.
FAIL TO ATTEND
Cornwall, ON – Daniel McPhail, 61, of St. Andrews West, was arrested on Jan. 23, 2025, and charged with fail to attend court. It is alleged on Jan. 22, 2025, the man was scheduled to attend court and failed to do so. An investigation ensued. On Jan. 23, 2025, the man attended police headquarters to address the matter. He was taken into custody, charged accordingly and released to appear in court on March 6, 2025.
FAIL TO COMPLY, SHOPLIFTING
Cornwall, ON – Johnathan Bernard, 37, of Cornwall, was arrested on Jan. 23, 2025, and charged with two counts of fail to comply with probation order and two counts of theft under $5,000 – shoplifting.
It is alleged on Jan. 14, 2025, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Ninth Street West business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued.

On Jan. 23, 2025, the man was located by members of the CPS. He was taken into custody, charged accordingly and released to appear in court on Feb. 25, 2025.
FAIL TO COMPLY, ROBBERY WITH INTENT
Cornwall, ON – Megan Julien, 27, of Cornwall, was arrested on Jan. 23, 2025, and charged with two counts of fail to comply with probation order and one count of robbery with intent. It is alleged on Jan. 23, 2025, the woman was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to not attend a specific Ninth Street East business. It is also alleged on this date, the woman attended the Ninth Street East business she was prohibited from visiting, selected merchandise and left the store without making an attempt to pay for the items. Furthermore, it is alleged, she punched the Loss Prevention Officer in the face. Police were contacted and an investigation ensued. The woman was later located by a CPS officer. She was taken into custody, charged accordingly and held for a bail hearing.
FALSE ALARM OF FIRE, MISCHIEF
Cornwall, ON – David Millman, 63, of Cornwall, was arrested on Jan. 23, 2025, and charged with the following:
- False alarm of fire
- Mischief under $5,000
- Mischief – interfere with any person in the lawful use, enjoyment or operation of property
It is alleged on Jan. 23, 2025, the man purposely set off a fire alarm, interfering with the lawful use and enjoyment of the property for other indidivuals. Police were contacted and an investigation ensued. The man was located, taken into custody and charged accordingly. He was held for a bail hearing.

There were 63 calls for service in the City of Cornwall over the last 24 hours (8 a.m. yesterday to 8 a.m. today). The CPS reserves the right to not post all calls for service in order to protect the identity of the victims.
