WARRANT, FAIL TO COMPLY, PERSONATION WITH INTENT

Cornwall, ON – Francine Thomas, 41, of St. Regis, QC, was arrested on July 29, 2024, on the strength of an outstanding warrant and charged with two counts of fail to comply with undertaking and one count of personation with intent - intent to gain advantage. It is alleged on April 15, 2009, the woman was bound by an undertaking with the relevant conditions to abide by her curfew and to keep the peace and be of good behaviour. It is also alleged on this date, police conducted a traffic stop and the woman gave police a false name and identification. The investigation continued and a warrant was issued for her arrest. On July 29, 2024, the woman was taken into custody by members of the Canada Border Services Agency and subsequently turned over to the CPS. The warrant was executed and the woman was held for a bail hearing.

WARRANT, FAIL TO COMPLY

Cornwall, ON – Christopher Smith, 45, of Summerstown, was arrested on July 29, 2024, on the strength of an outstanding warrant and charged with two counts of fail to comply with release order. On May 25, 2024, the man was bound by a release order with the relevant condition to remain in his residence with specific exceptions and to stay out of the City of Cornwall with specific exceptions. On this date, police conducted a traffic stop and an investigation ensued. A warrant was issued for his arrest. On July 29, 2024, the man was located by police at the courthouse. The warrant was executed and he was held for a bail hearing.

FAIL TO COMPLY, DANGEROUS OPERATION, OBSTRUCT PEACE OFFICER

Cornwall, ON – Zachary Miller, 34, of Cornwall, was arrested on July 29, 2024, and charged with the following:

  • Fail to comply with release order
  • Dangerous operation
  • Obstruct peace officer

It is alleged on July 29, 2024, the man was bound by a release order with the relevant condition to not operate or have care and control of a motor vehicle. It is also alleged on this date, the man was operating his motor vehicle in a dangerous manner. As a result, police conducted a traffic stop and an investigation ensued. It is also alleged the man gave police a false name. He was taken into custody, charged accordingly and held for a bail hearing.

SHOPLIFTING

Cornwall, ON – Amanda Laplante, 40, of Cornwall, was arrested on July 29, 2024, and charged with theft under $5,000. It is alleged on July 22, 2024, the woman attended a Ninth Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contracted and an investigation ensued. On July 29, 2024, the woman was located by police. She was taken into custody, charged accordingly and released to appear in court on Sept. 10, 2024.

FAIL TO COMPLY

Cornwall, ON – A 27-year-old Cornwall woman was arrested on July 30, 2024, and charged with 12 counts of fail to comply with probation order.

It is alleged on July 29, 2024, the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the woman was bound by a second probation order with the relevant conditions to keep the peace and be of good behaviour, to not communicate with her ex-boyfriend, to not be within 100 metres of any place he lives or works and to not attend a specific address. Furthermore, it is alleged on this date, the woman attended her ex-boyfriend’s workplace at the specific address she is prohibited from attending and communicated with the man. Police were contacted and an investigation ensued.

Later on July 29, 2024, it is alleged the woman was once again bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged, the woman was once again bound by a second probation order with the relevant conditions to keep the peace and be of good behaviour, to not communicate with her ex-boyfriend, to not be within 100 metres of any place he lives or works and to not attend a specific address. Furthermore, it is alleged on this date, the woman once again attended her ex-boyfriend’s workplace at the specific address she is prohibited from attending. Police were contacted and an investigation ensued.

Later, on July 30, 2024, the woman was located by police while dealing with a separate matter. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released to protect the identity of the victim.
