FAIL TO COMPLY, THEFT

Cornwall, ON – Laura Buckley, 26, of Cornwall, was arrested on July 4, 2024, and charged with fail to comply with probation order and theft under $5,000. It is alleged on June 26, 2024, the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the woman stole a bicycle from an individual’s residence. Police were contacted and an investigation ensued. On July 4, 2024, the woman attended police headquarters for a separate matter. She was taken into custody, charged accordingly and released to appear in court on Aug. 8, 2024.

FAIL TO COMPLY

Cornwall, ON – David Lafrance, 42, of Cornwall, was arrested on July 4, 2024, and charged with fail to comply with release order. It is alleged on July 2, 2024, the man was bound by a release order with the relevant condition to report to the CPS every week. It is also alleged on this date, the man failed to do so and an investigation ensued. On July 4, 2024, the man attended police headquarters to address the matter. He was taken into custody, charged accordingly and released to appear in court on Aug. 8, 2024.

WARRANT, CRIMINAL HARASSMENT, INDECENT ACT

Cornwall, ON – Adam Macey, 36, of Cornwall, was arrested on July 4, 2024, on the strength of an outstanding warrant and charged with criminal harassment - repeatedly communicate and indecent act. It is alleged from Jan. 10, 2024, to March 2, 2024, the man repeatedly sent inappropriate messages to an individual known to him and exposed himself to the woman. Police were contacted and an investigation ensued. A warrant was issued for the man’s arrest. On July 4, 2024, the man attended police headquarters to address the matter. The warrant was executed and he was charged accordingly. The man was held for a bail hearing.

WARRANT

Cornwall, ON – Justin Boileau Gibson, 25, of Cornwall, was arrested on July 4, 2024, on the strength of an outstanding warrant. It is alleged on June 27, 2024, the man was scheduled to attend court and failed to do so. A warrant was issued for his arrest. On July 4, 2024, the man attended police headquarters to address the matter. The warrant was executed and the man was released to appear in court on Aug. 8, 2024.

WARRANT, PERSONATION WITH INTENT TO AVOID ARREST, POSSESSION SCHEDULE I SUBSTANCE FOR PURPOSE OF TRAFFICKING, POSSESSION PROPERTY OBTAINED BY CRIME

Cornwall, ON – Rebecca Kargus, 27, of Cornwall, was arrested on July 4, 2024, on the strength of an outstanding warrant and additionally charged with the following:

  • Personation with intent to avoid arrest, prosecution or obstruct justice
  • Possession of a Schedule I substance for the purpose of trafficking - opioid
  • Possession of a Schedule I substance for the purpose of trafficking - methamphetamine
  • Possession of a Schedule III substance for the purpose of trafficking
  • Possession of a Schedule IV substance for the purpose of trafficking
  • Possession of property obtained by crime under $5,000

It is alleged on June 26, 2023, the woman was scheduled to attend court and failed to do so. A warrant was issued for her arrest. On July 4, 2024, the woman was located and at this time, it is alleged she gave police a false name. An investigation ensued. The investigation revealed the woman’s identity. Furthermore, the investigation revealed she was allegedly in possession of Fentanyl, Methamphetamine, Psilocybin and Xanax. She was also allegedly in possession of a large sum of cash, numerous controlled drugs and drug trafficking paraphernalia. The warrant was executed and she was charged accordingly. The woman was held for a bail hearing.

WARRANT

Cornwall, ON – Terry Lauzon, 49, of St. Andrews West, was arrested on July 4, 2024, on the strength of an outstanding warrant. It is alleged on May 16, 2024, the man was scheduled to attend court and failed to do so. A warrant was issued for his arrest. On July 4, 2024, police located the man while dealing with a separate matter. The warrant was executed and he was released to appear in court on Aug. 8, 2024.

WARRANT

Cornwall, ON – Kimberly Cook, 29, of Akwesasne, was arrested on July 4, 2024, on the strength of an outstanding warrant. It is alleged on April 6, 2024, the woman was scheduled to appear in court and failed to do so. A warrant was issued for her arrest. On July 4, 2024, police located the woman while dealing with a separate matter. The warrant was executed and she was released to appear in court on Sept. 5, 2024.

OBSTRUCT PEACE OFFICER

Cornwall, ON – Jessy Vallieres, 33, of Cornwall, was arrested on July 4, 2024, and charged with obstruct peace officer. On July 4, 2024, police conducted a traffic stop and an investigation ensued. It is alleged the man gave police a false name. He was taken into custody, charged accordingly and held for a bail hearing.

FAIL TO COMPLY

Cornwall, ON – A 34-year-old Cornwall man was arrested on July 5, 2024, and charged with three counts of fail to comply with probation order. It is alleged on June 11, 2024, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour, to not contact his ex-girlfriend and to not be within 100 metres of anywhere she is known to work, reside or frequent. On June 11, 2024, police responded to a domestic dispute call and an investigation ensued. The investigation revealed the man was in contact with his ex-girlfriend. On July 5, 2024, the man was located by police. He was taken into custody, charged accordingly and held for a bail hearing. His name was not released to protect the identity of the victim.

SHOPLIFTING

Cornwall, ON – Megan Julien, 26, of Cornwall, was arrested on July 5, 2024, and charged with theft under $5,000. It is alleged on June 14, 2024, the woman attended a Second Street East business, selected merchandise and left the store without making an attempt to pay for the item. Police were contacted and an investigation ensued. On July 5, 2024, police located the woman while dealing with a separate matter. She was taken into custody, charged accordingly and held for a bail hearing.

WARRANT, FAIL TO COMPLY, SEXUAL ASSAULT, DOMESTIC ASSAULT, DOMESTIC ASSAULT WITH A WEAPON, ASSAULT CAUSING BODILY HARM, UTTERING THREATS TO CAUSE DEATH, SHOPLIFTING, DOMESTIC MISCHIEF

Cornwall, ON – A 33-year-old Cornwall woman was arrested on July 5, 2024, on the strength of an outstanding warrant and charged with the following:

  • 13 counts of fail to comply with probation order
  • Five counts of fail to comply with undertaking
  • Sexual assault
  • Four counts of assault - domestic
  • Two counts of assault with a weapon - domestic
  • Two counts of assault causing bodily harm - choke, suffocate or strangle
  • Assault causing bodily harm - domestic
  • Two counts of uttering threats to cause death or bodily harm - domestic
  • Uttering threats to cause death or bodily harm
  • Theft under $5,000
  • Mischief under $5,000
  • Mischief - domestic

It is alleged between Aug. 4, 2021, and May 21, 2024, the woman was bound by a probation order with the relevant conditions to attend and actively participate in all assessment programs as directed by the probation officer, to report in person to a probation officer, to live at a place approved by the probation officer and not change that address without obtaining consent in advance and to make a charitable donation to a specific centre. She failed to do so and a warrant was issued for her arrest.

It is alleged on March 29, 2024, the woman was bound by an undertaking with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, she was bound by two separate probation orders with the relevant condition to keep the peace and be of good behaviour. Futhermore it is alleged on this date, the woman assaulted her girlfriend, assaulted her with a weapon, bit her, choked the woman and damaged her property. Police were contacted and an investigation ensued.  

It is alleged on April 7, 2024, the woman was bound by an undertaking with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, she was bound by two separate probation orders with the relevant condition to keep the peace and be of good behaviour. Furthermore, it is alleged on this date, the woman damaged her girlfriend’s property. Police were contacted and an investigation ensued. A warrant was issued for her arrest.

It is alleged on May 3, 2024, the woman was bound by an undertaking with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, she was bound by two separate probation orders with the relevant condition to keep the peace and be of good behaviour. Furthermore, it is alleged on this date, the woman made threats to kill her girlfriend and assaulted her. Police were contacted and an investigation ensued. A warrant was issued for her arrest.

It is alleged on June 16, 2024, the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the woman attended a Ninth Street East business, selected merchandise and left the store without making an attempt to pay for the item. Police were contacted and an investigation ensued.

It is alleged on June 29, 2024, the woman was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, she was bound by an undertaking with the relevant condition to keep the peace and be of good behaviour. Furthermore, it is alleged on this date, the woman sexually assaulted her girlfriend, bit her, assaulted the woman with a weapon, choked her and threatened to kill her. Police were contacted and an investigation ensued.

On July 6, 2024, police located the woman. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released to protect the identity of the victim.

FAIL TO COMPLY

Cornwall, ON – A 38-year-old Cornwall woman was arrested on July 6, 2024, and charged with three counts of fail to comply with release order. It is alleged on July 6, 2024, the woman was bound by a release order with the relevant conditions to not contact her boyfriend, to not be within 25 metres of any place you know him to be and to not attend within 25 metres of his person. On July 6, 2024, police responded to a domestic disturbance and an investigation ensued. The investigation revealed the woman was in contact with her boyfriend. She was taken into custody, charged accordingly and held for a bail hearing. Her name was not released to protect the identity of the victim.

UTTERING THREATS, RESIST PEACE OFFICER, UNAUTHORIZED POSSESSION OF WEAPON, BREACH OF FIREARMS REGULATION

Cornwall, ON – A 37-year-old Cornwall man was arrested on July 6, 2024, and charged with the following:

  • Uttering threats to cause death or bodily harm
  • Resist peace officer
  • Unauthorized possession of weapon
  • Five counts of breach of firearms regulation - store firearm or restricted weapon

On July 6, 2024, police responded to a domestic dispute and an investigation ensued. It is alleged on this date, the man made death threats and resisted arrest. Furthermore, it is alleged on this date, the man was bound by a condition on his possession and acquisition license to not have firearms stored in his residence. It is alleged the man was in possession of firearms and ammunition. He was taken into custody, charged accordingly and released to appear in court on Aug. 8, 2024. The man’s name was not released to protect the identity of the victim.

ADMINISTER NOXIOUS THING, ASSAULT WITH WEAPON, POSSESSION OF WEAPON FOR DANGEROUS PURPOSE

Cornwall, ON – A 15-year-old Cornwall youth was arrested on July 6, 2024, and charged with the following:

  • Administer noxious thing
  • Two counts of assault with a weapon
  • Two counts of possession of a weapon for dangerous purpose

It is alleged on June 21, 2024, the youth assaulted an individual with bear spray. Police were contacted and an investigation ensued. Furthermore, it is alleged on July 6, 2024, the youth was in possession of bear spray. Police were contacted and an investigation ensued. Later on July 6, 2024, the youth was located by police. He was taken into custody, charged accordingly and released to appear in court at a later date. His name was not released as per the provisions of the Youth Criminal Justice Act.

FAIL TO COMPLY, CAUSING A DISTURBANCE

Cornwall, ON – Shane Gougeon, 38, of Cornwall, was arrested on July 7, 2024, and charged with the following:

  • Seven counts of fail to comply with release order
  • Fail to comply with undertaking
  • Causing a disturbance

It is alleged on May 13, 2024, the man was bound by a release order with the relevant conditions to report to the bail supervision program, to reside at an address approved by the bail supervision program and not move from that address without obtaining prior approval and to reside at a specific address. It is also alleged, the man failed to report to the bail supervision program and wasn’t residing at the address he was supposed to be living at. Police were contacted and an investigation ensued.

Furthermore, it is alleged on July 7, 2024, the man was bound by a release order with the relevant conditions to reside at an address approved by a bail supervisor, to reside at a specific address, to remain in his residence between specific hours and to not be outside his residence with alcohol in his body. It is also alleged on this date, the man was bound by an undertaking with the relevant condition to notify the CPS within 24 hours of a change in address. On July 7, 2024, police responded to an excessive noise complaint and an investigation ensued. The investigation revealed the man allegedly breached his curfew and was outside of his residence with alcohol in his body. He was located, taken into custody and charged accordingly. The man was held for a bail hearing.

FAIL TO COMPLY, BREAK AND ENTER, SHOPLIFTING, MISCHIEF, ROBBERY WITH VIOLENCE, POSSESSION OF WEAPON FOR DANGEROUS PURPOSE, ASSAULT WITH WEAPON, KILLING OR INJURING ANIMALS, POSSESSION OF WEAPONS CONTRARY TO PROHIBITION ORDER

Cornwall, ON – Travis Cook, 42, of Akwesasne, was arrested on July 7, 2024, and charged with the following:

  • Three counts of fail to comply with probation order
  • Two counts of break and enter a place - commit indictable offence
  • Two counts of theft under $5,000
  • Mischief over $5,000
  • Robbery with violence
  • Possession of a weapon for dangerous purpose
  • Assault with a weapon
  • Killing or injuring animals
  • Possession of firearm or ammunition contrary to prohibition order

It is alleged on June 6, 2024, the man was bound by a probation order with the relevant condition to keep the peace and be of good behaviour. It is also alleged on this date, the man attended a Ninth Street West business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued.

It is also alleged on June 13, 2024, the man broke into a Pitt Street business and stole several items. Police were contacted and an investigation ensued.

It is alleged on June 27, 2024, the man attended a Ninth Street East business, selected merchandise and left the store without making an attempt to pay for the items. Police were contacted and an investigation ensued.

It is also alleged on June 27, 2024, the man was bound by a probation order with the relevant conditions to keep the peace and be of good behaviour and to no possess and weapons. It is also alleged on this date, the man was bound by a prohibition order with the relevant condition to not possess any weapons. Furthermore, it is alleged on this date, the man broke into an individual’s residence, damaged the property, assaulted an individual known to him with a bat, assaulted the man and injured his dog. Police were contacted and an investigation ensued.

On July 7, 2024, the man was located by police. He was taken into custody, charged accordingly and held for a bail hearing.

IMPAIRED, OVER 80

Cornwall, ON – Richard Cloutier, 30, of Cornwall, was arrested on July 7, 2024, and charged with impaired operation and over 80. On July 7, 2024, police responded to an impaired operation call and an investigation ensued. The man was located and the investigation revealed he was operating his vehicle under the influence of alcohol. The man was taken into custody, charged accordingly and released to appear in court on July 30, 2024.

DOMESTIC ASSAULT

Cornwall, ON – A 21-year-old Cornwall woman was arrested on July 8, 2024, and charged with domestic assault. It is alleged on July 7, 2024, the woman assaulted her spouse. Police were contacted and an investigation ensued. On July 8, 2024, the woman was located, taken into custody, charged accordingly and released to appear in court on July 30, 2024. Her name was not released to protect the identity of the victim.
